The European Union has imposed new sanctions on Iranian oil trader Hossein Shamkhani, accusing him of supporting Russia’s war efforts in Ukraine. Shamkhani, whose father is a senior adviser to Iran’s Supreme Leader Ayatollah Ali Khamenei, was described by the EU as a “central player” in Russia’s shadow oil fleet, helping to circumvent existing sanctions on Russian crude exports.
According to the EU, Shamkhani is deeply involved in the Russian oil trade, operating through his Dubai-based companies Admiral Group and Milavous Group Ltd. The bloc stated that his business activities contribute significantly to the Russian government’s revenue, which is being used to finance military operations in Ukraine.
These targeted sanctions are part of the EU’s ongoing strategy to disrupt the financial networks fueling Russia’s invasion of Ukraine. By sanctioning individuals and entities involved in oil transport and sales, the EU aims to limit Moscow’s ability to generate income from its energy sector.
The inclusion of Shamkhani and his companies in the latest blacklist reflects increasing international scrutiny of so-called "shadow fleets" — clandestine shipping operations that enable sanctioned countries to continue oil exports under the radar. The EU's move follows similar actions by the U.S. and U.K., which have also tightened restrictions on entities linked to the opaque Russian oil trade.
The sanctions prohibit any EU-based businesses or individuals from engaging in transactions with Shamkhani or his companies, effectively cutting off their access to European markets and financial services. The EU reiterated its commitment to applying economic pressure on Russia and its supporters until a resolution to the conflict in Ukraine is achieved.
